The scale length is the "speaking" length of the open strings. Speaking length of a string is the section that vibrates when plucked. On an open string, it's the section of string between where it exits the front of the nut and the point where it breaks at an angle over the bridge saddle. On a standard tempered-scale fretted instrument, the 12th fret is half-way between the nut and the bridge.
