The volume, Treble and Bass pots have the scratchy noise while being rotated. I've used Deoxit Gold G5 on several occasions with out relief, noiose returns almost immediately. Outside of changing pots, are there any other recommended spray alternatives?

You might have leaking coupling caps that put DC on the pots, or you might simply have damaged carbon substrate on the pots. Be sure to apply the deoxit into the pot properly and work the control back and forth a number of times....or you might have to replace the pots.

By coupling caps do you mean the 25v/25uf electrlytics? Those have been replaced.

Those are cathode bypass caps. In the schematic chase the lines back from the pots. You'll find the coupling caps. They're in the pot signal flow. I'm not looking at a schematic, now, but that will get you to those.
If those are good, it probably needs pots.

From viewing a layout and schematic, it seems the middle and bass pots share a .022 cap? If this is the case, would both Bass and middle pots exhibit noise?

No, I think the scratchiness would be mostly, maybe even totally, on the middle control.
