Even if there was something electronic gear "screwy" it would be difficult to use that as a blame/excuse that would hold up. The freighter had the right of way and the actions required to avoid collision by the warship didn't happen. It gets a bit complicated and involved giving a full explanation, but from what I've read on this incident, the freighter did what it was supposed to be doing.

Just a side note: (Not sure if still in effect), but US Navy sea time is/was not usable to meet the documented experience requirements to qualify for a USCG professional captains license.
