Does it use a standard mil spec lower receiver? Will it take standard 5.56 mags?

I never really looked at one in the stores, but by the pictures online it looks like the buffer tube and lower is one piece.

To the point, can you swap out the .22 upper with an AR upper and BCG, install a buffer, and expect it to run?

I have one, but I never tried swapping it out... And I seriously don't expect it to run like you described.

No, it's not a converted monster.

It's like the .22 Uzis and MP5s etc.

They made something that looks similar and has some similar operating characteristics.
