cord and also back 120 volt accessory plug?

They still had the ground switch . Bassmans of the same year had the same.

Was it just in case the outlet was not grounded or the white and hot were reversed?

You got it. It's in case you couldn't find a grounded receptacle and were forced to use an adapter into an ungrounded receptacle.

Grounded receptacles became code around 1965 and in '68, there were lots of ungrounded still to be found. I still have a few ungrounded receptacle in my house.

Thanks amphead4 . I had a early 68 bandmaster that had the tall cab with 2 twelves and remember flipping that ground switch. Got it new . wish back then they had an OD pedal because these amps did not break up at all.
