when it is suggested that a plastic sleeve holds the arm in place what is being done and how does on do that to a normal set up jaguar?

It's the collet that is different. On Jag/Jazzmaster bridges, there are four metal "teeth" that clamp in on the tip of the tremolo bar (this is all underneath the bridge plate). As time passes, those "teeth" start to loose some of their grip and the bar beings to swing. The unit on the Marr model is made by Staytrem, and it basically uses an alternative method of securing the tremolo bar in place. They sell the replacement collet and trem bar as a separate item - you can retrofit it to your existing Jag/Jazzmaster tremolo.

Other makers call this sort of bar attachment a "clutch."
Many use a hard Nylon sleeve with an adjustable collet (as in Floyd Rose and similar copies), or a little grub screw that you turn to adjust tension on the bar's rotation.
These are vastly superior than the original Jazzmaster, Jaguar, and Stratocaster arm attachment schemes.
