Twelve doesn't roll off the tongue very easily. There are actually (at least) five separate speech forming techniques required to say the single word "twelve". Fans or casual audiences aren't likely to rattle off the band name as readily as something easier to articulate while drunk.
The Ten-Two Band is actually easier to say, more memorable, and cryptic enough to get people thinking of what it might mean.
