No Rules. No judgement for the value of on-hand parts. No judgement for time invested. If you claim it cost you nothing for that set of used locking tuners of custom shop pickups, then it cost you nothin. This is where things got cloudy on the MIMF. The honesty factor counts toward a measure of charator or lack there of -- it all comes down to what people are willing to believe.
The deadline is Valentines Day. The winner gets acknowledged as the winner and nothing more. All loosers who enter must buy a star from Chris Greene. The winner is determined by vote of the moderators??? -- yea?

wrnchbndr: fun idea, but having built one Tele and upgraded another I can't fathom how I could make one for under $99, or even twice that... Getting a beat-up Squier body on CL, I'm guessing, would be 1/3rd of the budget....
Unfortunately, I sold my MIM Tele pups (though I've got some Gibson humbuckers!)
Anyway, would it be more flexible/realistic to make the contest "best Tele for the money," without a $99 cap, or maybe with a $299 cap? Moderators would still rule.
Just a suggestion, and note that I haven't decided to compete, for various sensible reasons!
I love the idea of a contest, though, and maybe I'd make the guitar as a gift to someone....

I'm in.
I have accumulated many parts from doing repairs/replacements. I have a set on MIM Tele pickups from one of the Bjorkes here I could use. I might make a body out of plywood, just because.
Does it HAVE to be a Tele shape? Or can it be shaped like anything, so long as it has a Tele bridge and Tele controls?
You are truly evil for suggesting this, and I thank you for it.

I was about to make a pathetic post of "oh well then..."
The instruments ought to have strings but other than that -- no rules. But if someone makes a perfect clone of a PRS McCarty and calls it a telecaster, I wouldn't count on a win. Its the spirit that counts. How cheap can you make a telecaster is one way to go. How close to something that looks like a telecaster for under or close to $100 is another way. Telecaster Basses are okay too.

In truth, I've been looking for some 1960s or 1970 Artdeco formica. Formica used to make a boomerang pattern in a number of different colors and I don't thing that DanElectroever used it. I can find it in full sheets but that is a lot more than I need or am willing to pay for. A Dano style tele would be cheap and easy.

Its easy to buy a star.
On a moonless clear night in February a lot of us will go outside in the very early AM before the frost falls wearing newspaper pirate hats and slippers. We find a bare patch of earth and take a tire iron from an old Chevrolet and scratch a star shape into the ground. You can try to use something else to make your star but I've had the best luck with my tire iron. Then we remove our slippers and stand on the star barefoot and sing Johnny B Goode softly to ourselves with our right thumb and pinkie pinching our left earlobe. We then take a nickle and put it about three inches under the surface of the dirt in the middle of the star facing heads up with the top of the head facing Idaho. Google Earth is handy for finding which way is Idaho. At that point we go back inside log on to the FDP and press the DONATE button and send Chris $50 via Paypal. Magically within a day or two you'll see a star apear under your FDP user name every time you make a post.
