Not really looking for a keyboard synth but closest category would be synthesizers. Ever seen the Korg Monotron? Something like that. Doesn't need a keyboard altho it's OK if it's small. Looking for non musical effects including white noise, etc. Maybe some kind of effects pedal that generates it's own sound? Or a toy of some kind? Would a used KAOSS be a good option?
Other ideas?

A microKORG will give you what I think you're looking for.
Many used ones out there...
